If all of my department have idoceo on their iPads and we share classes, is there a way that we can all share, or have central access to all the registers and annotations?

You could store the data in a server using iDoceo templates but it won't be updated or synced automatically between iPads, it would be a manual process.
In order to share data: From iDoceo's main screen, tap and hold on a class, then Share. In the final step use the 'Open In' feature to store it in a server(or in a shared dropbox folder)
To import this template, 'Open in' iDoceo that same template
