Are checklists and rubrics able to be created and saved to student files??

Welcome Wedemire,
In our current version, you can create rubric/checklist like grades, but they are kept in the gradebook , as conventional grades. We'll add better support for rubrics in a future release as the features for our next update are closed already.
Thanks for contacting us.
